In answer to TTMI's request denied by the company, I have copied the relevant sections of the act.
To tell him he cannot have access to the register of members of the company is an offence from what I can make out from below.
However it is available at the company's registered office, so theoretically if was to go there in person you would get a copy.
In this day and age, it should be sent by email as I explained earlier, and what he was told was a no-no.
A non-shareholder can be charged a fee to get access, but the info is available to all members, or in this case owners of the company.
I had to remind the receptionist that as a shareholder I have a legal right for a current list of the top 20. However in theory they could make me have to go to WA to see the register and make a copy, but that would be exceptionally poor shareholder relations. I expect to have an up to date copy this afternoon of the top 20 holders.

Right to inspect and get copies
A company or registered scheme must allow anyone to inspect a register kept under this Chapter. If the register is not kept on a computer, the person inspects the register itself. If the register is kept on a computer, the person inspects the register by computer.

Inspection of books
(2A) If a person asks a proprietary company in writing to inspect a particular book of the company that the person has a right to inspect, the company must make it available within 7 days, for inspection by the person at the place where it is required to be kept.

(3) A person permitted by this Act to inspect a book may make copies of, or take extracts from, the book and any person who refuses or fails to allow a person so permitted to make a copy of, or take an extract from, the book is guilty of an offence.
