I dont think you understand how much information you would need. You cant just submit an application in advance. Go look at the DFS again and how much information was in it. That takes time no matter what way you put it.
Pastoral agreement. Native title. Flora and fauna studies. Hydrology studies. When they upgraded the reserve and had a few more pits I imagine there would have been so much ****ing around with the mine plan. Roads, water, power etc etc.

I feel some people here are overly critical of PLS management. AJM are in the exact same position with permits yet its business as usual over there. A result of all the pie in the sky upramping from last year that was saying we should be valued at over a dollar.
