I believe the company decides. The first sale is significant and probably involved deliberation. Maybe a meeting followed by a another meeting to sign off the papers. Allowing a couple days to go over the formalities for both NSL and BMM the time between is a benift to anyone in the know.
A mining licence. Probably all paper work submitted followed by a notification (email?) from the governing body that the licence is approved, which can and should be delivered to the market as soon as its checked by the recieving company.
