Yes, Jzed, I noticed that too - reinforced my feeling that the scale back will either not happen at all (i.e. they will keep the money and raise more than needed) or it will be small i.e. political to the extent that they won't want investors asking why they bothered. If the scale back was massive, what would be the point of us all wasting out time. I am thinking the former will be the outcome, hoping so anyway.
