The key is "within Navajo Indian Country"
Rio Puerco, the Smth Claims, and the Lily & Sam Claims are all some distance away from Navajo Country.

Hence the next hurdles U King have will be obtaining 1] Permits to Mine and 2] EPA permits

I do know they have kept one EPA permit going (see link) ... not sure how many others are needed
