RSI is Relative Strength Indicator, just another of the many indicators available to traders.
Anywhere between 30 and 70 is classified as 'normal'. Anything over 70 is considered 'overbought' and anything below 30 is considered 'oversold'.
Many good books like Trading for a Living, Come Into My Trading Room (both by Elder) utilise this as one of their indicators before buying.
