It means that GEM pays out 6 Cts per quarter, and that is all in this report. There is no 'special' divvy payout for Full Year 2016.
If you look at the Accounting Report, it s clearer there - there is mention that there is NO dividend payout for this reporting. All dividends have been paid for previous qtrs., and we must wait for the next qtr to get our coming payout. With my knowledge in accounting, I believed it is G8 Education's practice to pay dividends quarterly therefore, there is no final dividend to declare.
