You're really struggling with the concept of this approval. It's is an advanced approval for money spent in this financial year. Now considering this FY isn't over, how would you expect that to be refunded. The approval is there to say yes we will give u X dollars back you spend in 16/17 on this project. That money will then be used to pay back the brevet loan used to fund our project now. iMo
