This doesn't say anything about being able to withdraw a limit order before a market order is filled. It's more about monitoring the flows of orders as they hit the market, to predict where the SP will go and get ahead of it - similar to being the trader of a stock in the NYSE in the old days, but not even quite that good. Its essentially TA performed by algorithms.
