i don't think that they have to make any declaration.
they may ask for a seat on the board, which might shake things up, after all they are the biggest shareholder.
it might also give the current directors a bit of a kick.
i think the 15% refers to the firb.
this is very good for shareholders.
I hope they are the stalking horse for a predator and they make a bid for the company!
