It is someones fault. The papers are in manana time. They are sitting on somebody's desk waiting for a movement fee. A brown paper bag, palm grease whatever you get the idea. Someone higher than the somebody needs to rocket the somebody and tell him that this is now the 21st century and the movement fee is now an automatic go to jail card. That may have to be at the highest level.
