JB, I have heard the same whispers (that there is a lot more PASS in the early works than first thought) so it would be a really good tender to win.
The time-line for the main project seems to be that the preferred tenderer will be announced mid-year (2017) and the main PASS contract winner announced maybe a couple of months after that (but be subject to later confirmation of the contract winner).
So you will have the early works PASS announcement sometime soon and the main contract PASS announcement in the second half of 2017. Don't believe the rubbish being promoted by the enemies of NAG that there won't be any significant news for NAG for another eighteen months. All of this is IMHO of course.
I really have no clue about what sort of price to expect to win these tenders.
Just for the record, I have been a NAG shareholder via the Convertible Notes for about eight years, sold a few between 14 cents and 19 cents and am now looking to reload down at these levels.
