You may also need to consider that the Chinese government are slippery devils and the reduction in duties could very well be a null sum exercise. That is to say, they will move the duty/levy to another point in the graphite chain notwithstanding the dramatic shock to the market.
This is exactly the type of thing that the non-Chinese graphite market is trying to avoid by looking to non-Chinese sources. The Chinese government is rash and unpredictable, I think they only gave an indication 12 months ago but didn't give definitive information about the when/what/why of it all.
