Pretty sure it means they are FINALLY done and dusted. They can't raise funds (not that these idiots could anyway). They can't raise capital as they don't have anything to offer an investor. I think the tenements revert to the Dept of Mines and creditors will now commence winding up proceedings as KR years of BS have finally ended.
Can't say I'm happy, but this appalling insult has finally trundled off the cliff.
