Sure, but...

Call it FOMO or whatever, my concern as a non-holder is that one or more of the juicier contracts in the pipeline alluded to by the company will come to fruition prior to the inevitable CR. In fact, wouldn't it be in the company's best interests to engineer this? As an interested but as yet 'unburnt investor', the discounted SP you refer to may be at a level similar to, or even higher than current levels.

I have trawled through historical NOR threads and there are to be a lot of jaded NOR holders and ex-holders on HC. You guys might want to look at your reasons for buying and the evidence (or lack thereof) which you used at the time to justify your purchase, however! I wasn't looking at this stock in the 16c cent days but I did witness the late '90s tech boom (made a small fortune on Adultshop.com; 4c to $1.70 I recall). But hey, a NOR market cap of $150m on the sniff of virality? Unbelievable that this occurred in 2015, not 1999! Unbelievable.

Currently, the SP represents a good Risk vs. Reward proposition IMHO. And while almost everyone else is bagging NOR because they have been 'burnt' and seem to want revenge on the stock, accumulation goes on quietly in the background.

You say you know four of the top ten shareholders. On what basis did they invest? Are they more or less confident than they have been in the past?
