I'm certainly no expert in this matter but I thought the potential issue is around misleading and deceptive conduct. That is, to say your bid is final and will not be increased, then to increase it almost immediately runs into issues in this regard.
But as you say it becomes a bit of a grey area and I think people pluck out 6 months being a little bit of time where one could argue it wasn't misleading. Ie circumstances have changed Etc Etc
