If CNNC pays fair value (based on what they paid for 25% before), PDN need not go under provided it's done promptly. It can open the other mine.
That's typical of money lending.... lend so much that the borrower chokes so you can take the lot. It's common in Asia and I have known people personally doing exactly that. Ruthless.
