It wasn't so much that they 'cant'
They have aligned with an engineering firm in the US that has 85,000 employees. Staffing and capability is no issue. It is a case of focus at the moment to get what they need to get done in China. The opportunity in the US is through StonePeak and substantial so needs to be prioritized in this way
That was my understanding of the situation.
