    Pills have a number of advantages
    1 - Known quantity of the active ingredient. Unless someone can tell me how much a "dab" of cream is, or a "splosh" of oil in mg, then it dosnt exist. Even if you can, try convincing me that a doctor can accurately explain this to a patient whom may have limited English (or whatever local language) and/or be suffering from various mental problems and/or want to do their own health research.
    The tablet is a known amount for a potential patient whom may not be in full functionality of their body. There is no need for careful measurements and an overdoes is easily blamed on the patient if they take an extra pill or two outside the boxes and doctors prescription recommendations.

    2 - Doctors as mentioned above. Although I find this weak because lets face it, after 6 plus years in medical skool I think they know how to apply a lotion. Its just explaining the amount to the patient that is more difficult. Still, why take a risk.

    3 - Storage. The ingredient in a plastic capsule is not as exposed to potential elements. Put the ingredients in the standard capsule and leave it sealed in a very tried and tested method. There is a reason pills are liked for the ingredients contained within. Its easier to administer.

    4 - Target area. The target area for many seizures is the neural pathways. There is little sense in a lotion that needs to be absorbed through the skin. If it was muscles or skin that was the target, I would see strength in a lotion but if it is anything further in then the first centimeter or so of the body, then you have wasted a lot of ingredient as the skin tends not to let things absorb in easily.
