No upfront payment is a possibility I guess, but as someone said in previous comments... they may HAVE to give some sort of upfront payment (maybe no quite $3.5mil) in order to get the technology, staff, etc rolling. If you compare it to the Sol contract, there was no need for upfront fee and the process will be quick (few months) as it was said on the announcement that the infrastructure, etc to make the transition to our technology possible was already in place.

Anyway, even if people read "$1mil upfront payment" in the announcement, the SP should rise significantly. Surely the Indonesian government can afford a payment of $1-3mil upfront!
