Miles...I am not sure where you can find any ground that may not be subject to Earthquakes. You could try and minimize the risk but no where would be 100% safe.
The only way is for the waste to somehow be neutralized and I assume that is not possible.
I am neither for nor against nuclear power but it does make me nervous. There are way too many nutters in this world now who would happily see the world destroyed.
I think it will happen though and hopefully it will be a decision not purely based on economics
