1) Fiverr charges 20%, Freelancer charges 10%.
2) Freelancer did that some time ago but has been shut down.
3) Freelancer has had those monitoring tools for a couple of years. Also project sharing was just shipped recently so you can manage large teams on the site.
They also have the fiverr style offering but it isn't promoted heavily. On a $5 gig the fiverr makes $1 so you would need to sell a lot of gigs to make any money at all, doesn't sound like a winning strategy.
