IMO its far more important for ASIC to go after the real insiders (ie company directors and management) who make the really big bickies at the expense of small time traders and investors who aren't in the know. But when was the last time a company director was prosecuted (Vizard aside)?
So a trader gets hold of a tidbit of information and shares it on an online forum? If the AFR did it, it would be called a "scoop" or an official "rumour".
