I don't subscribe to that view that it is OK for projects to miss their mark so badly.
A key component of good project management is Risk Management.
Given that the CMR mine development project has been going for about 6 months, it would be normal to complete a Risk Management assessment and plan at the start of the project. The types of issues they are talking about have been discussed in the industry for more than 6 months. The Risk Assessment will determine the amount of contingency funding requitred and this should have been factored into their original budgets for the project.
Lets not make excuses and pat them on the back for poor management.
