They won't be so hasty as to rush ahead and build the PP without ironing out all the kinks and optimising the process with the PPP. Equally, the PP could be of sufficient size to be equivalent to a small scale commercial plant from my understanding. They would want to get it right with the PPP so that they have the greatest chance of success and are able to minimise costs and delays at each subsequent stage.
