The quote you are referring to was made by Donald Trump junior who deliberately mis-quoted the Mayor of London to suit his own agenda.
This is what the Mayor said

Calling the Mayor of London a sadist is somewhat over the top.
7/7 and 911 did happen in big cities.
He didn't even make the comment about yesterday's outrage it was in fact made in Manhattan after explosives were placed in rubbish bins in New York. The comment from the Mayor is more than a year old anyway
So not only have you mis-quoted the Mayor of London but you have applied your mis-quote to yesterday's attack when it was said about something completely different a year ago and then somewhat libelously accused him of being a sadist.
