in "Bowling for Columbine", Michael Moore was shocked to discover that Canada had a far higher rate of gun ownership and yet it had a *far* lower murder rate. He blamed the climate of fear propagated by the mass media in the US (and elsewhere!)--which makes people fear (and dehumanise) their fellow Man. He also theorised a link between the "caring" welfare state in canada and its less desperate citizenry. Result was a lower propensity to violence.

In Switzerland, most adult males of military age have to keep an assault weapon and ammunition in their homes. Yet, the gun murder rate is very very low.
