Every country on the western coast of Africa would be in the boat, they all have cash poor companies that are speculating that they can farm down their leases to big oil, even FAR was in this position in 2013. Each country only has one goal and that is for the leases issued to be tested and where possible to get to first oil as soon as possible to fund their country.
