From my understanding, it is more economic to keep the gas centrifuges running continuously, so at a time of low demand and price, it cost little to process tails because otherwise the centrifuges would sit idol. As demand increases from reactors, demand on the centrifuges also increases. Enriching tailings cannot meet the demand because of the low level of U235 and time required to process it. So there will always be plenty of tailings but they only come into play when prices are uneconomic for miners to produce.
