After viewing the article, I'd suggest that Rice's statement on PBS was not a flat denial per se but a guarded comment from an EX Government employee on a topic being investigated by a number of Government bodies.
Rice stated "that “legal, lawful” incidental collection may have occurred" and denied the allegation that "Obama allowed individuals to disseminate information throughout the government about what they knew about Trump and Russia".
