There are a few comments attached to this video of the PSLV-C37 mission. re: space junk that may be of interest. (see Jamie Goodman's comment.) I've read a few comments from Meir re: space debris which suggested that they have an environmental policy that seeks to minimise and reduce their environmental impact however I haven't had time to research it right now and link to it....if others are aware of it it might be worth a post.
