On what factual grounds do you base your statements regarding the RAP? You add "IMO" so that it doesn't get moderated but the truth is you're speaking spewing BS and have no idea when the RAP will be completed or what the total cost will be.
As for the smart money getting out... well Euroz are all but gone. Are they the smart money? Who knows. They lost money so they can't be that smart. But you can't make money from every trade so perhaps they've cut their losses and will live to fight another day. I think it's too soon to judge whether or not they or any other former holder are the "smart money".
