So what's the chances of a change of heart from labour? I'd say 50/50, if they don't overturn the no new mines policy Rudd will come under pressure as leader as he has indicated a change of policy is needed. With Rudd's current poplularity they will overturn the no new mines policy but each state will still maintain control over what they do. I'd still avoid Qld and WA as it appears there's more pigheadedness rather than objective consideration to change, don't forget the voters in the last state elections who supported labour due to no new mines.
