Not sure about NSW. However in the end its all about U.S interest rates (or even just the expectations).
CPU holds huge amounts of $$$ in the U.S. Higher rates means increased cash flow. I think many hold/buy CPU because it offers this very easy 'option' on U.S growth.
Time will tell of course.
