Interesting analysis....
Could also be a strategic move by the people behind this guy:
- they buy 4% of the company to avoid having to disclose who they are;
- they get their man appointed to the board;
- they either take-over the company, or they form an alliance to secure Rare Earths for their projects.
This smells good to me....
