Yes Phil has previously indicated December for supply contracts. But he also talks (on TS) about the "virtual capital" deals he favours over share dilution ie prepayment/investment in Li from the Japanese. Considering he has been having these discussions since January I believe we'll hear more soon. Even heads of agreement on a prepayment investment deal would set the sp sprinting again.
