100% correct, Harvest One is responsible for expenses incurred and therefore would foot the CR, not MMJ. MMJ are in a favourable position in regards to cash on hand.
Off the top of my head Andreas & co. don't hold a piece of Harvest One so although they are on the board they are still firmly tied to MMJ.
