There is several differences and several scenario's.
But the important things are 1.) They are buying newly issued shares, not on market, so there is dillution for all share holders. 2.) They are buying 240million shares, so that would be pretty hard to buy on market at all, and almost certainly wouldn't get them all at .2 or .3cents. even if they tried and 3.) because they are newly issued shares, the $720K goes straight to the companies coffers, not just to a shareholder that is selling. The benefit for the buyer buying at that price is they are less likely to be blocked buy current shareholders. As per ann, this placement is subject to shareholder approval, if they were issued at .2cent or less, current shareholders may not like the deal and could vote it down.
