"where does the money come from that pays the interest?"
I haven't read today's papers yet :-) but that $5b comes from the budget surplus. This money, instead of going to the current "Future Fund", will go to this endowment fund. That was what Swan was saying last night on tv when he said the government is "robbing" the Future Fund to fund this education initiatve.
