Please don't be offended or scared because of the way French Police are expressing this.
Actually I think it is very normal they use this wording.
Why.
When government (state, parliament, universities, public utility, police...) needs to invest, they have to write out quotation requests to several parties. They are obliged to follow/obey rules (which aren't for nothing).
Government/Police have to evaluate parties independently .
If they wouldn't do this and give the assignment to party C because they have a good quality of product and their communication feels not being right or objective for parties A and B...
so party A could start suing the government thereby government cannot proceed for perhaps years..
Police wants to avoid suits before court, that is one.
The way they say "technologies" instead of technology sounds more neutral .
Actually, I do only see the positive elements in this article.
My view of course.
