centre point trades & cmy

is there any professionals here that could give me an opinion on why it is legal for centre point trades?
e.g there has been nooooo 1.5 trades today only 1.6 & last trade was a centre point trade at 1.55 not 1.5? it rounds it down which is absurd, I see this every day. essentially the game is always rigged for stocks to go down.
people see it as 1.5 on there normal trading platforms and panic then the 1.6 sellers start to build respectively.
Its complete corruption.
I believe this will be the next MMJ or surpass with an incredible portfolio, hold tight people news is just around the corner
