It does not commence until NTL submits a compliant TMP. It's helpful that all the engineering design for mine construction is complete and it will be constructed before a commencement of the bulk sampling project starts, don't you think?
BTW, looks like the article has changed over the last 20 minutes, the part about further consents required for bulk sampling has been removed - interesting
