With current debt levels circling around $1.1b and if the company borrow most of the funds to build this cable they with exceed the covenant. They hope to get some upfront contributions to pay for this pay but it won't be enough to cover the major costs, especially with major companies jumping ship to another competitor for the cable. Vocus may raise an institutional entitlement offer to pay for the cable. If this plays out, which is highly probable, which way will the share price move?
