What you are right about is possibly the need to build the space within this facility for the purpose of production; however, this could have already been done in preparation of the license being processed, in which case the outstanding requirements would be:

Permit - A licence does not allow for the cultivation or production of cannabis unless accompanied by an associated permit, which will outline:

• the types of cannabis plants that can be cultivated
• the quantities that can be produced
• the timeframes in which authorised activities can occur
• the next party in the supply chain (specific manufacturer or researcher).

Other considerations

Any further development of facility or regulations to meet license agreements, workplace regulations, and occupational health and safety

• transfer security planning into operational procedures.

  • local planning permits
  • licencing around heavy machinery
  • required qualifications or training for key staff.

Your comment about strains: they already have clones available if a permit exists in which they can import these then production can begin quickly, if not dependent on the size of the facility they will grow from seed and pick the best 3-4 plants to clone for future grows.

While no doubt there are still hurdles to get through I highly doubt this will take till next year to reach these outcomes as they will most likely be trying to push for a crop harvest late 2017/early 2018 from the Australian facility.
