According to ADN articles, the current expectation is around June for the new oil tax laws to pass.....hopefully.
I think GB would wait for certainty on taxes before raising more capital from private investors or an IPO. They're not planning to drill until Q1 2018 so they have time.
Ideally, the timetable might be June qtr for Oil Tax rulings, Sept qtr capital raising, Dec qtr preparations for drilling, Mar qtr 2018 drill one to two wells, imo.
