In the case of iOS at least, you can't update the search terms of an app without uploading a new release (metadata needs to be approved as part of the app approval process - otherwise you could just add highly clickable terms that bear no relation to the app itself), so I'm hoping that "vpn" will be added to the search terms (or better still the app name) when the next version is uploaded.
Though I'm not sure why they didn't do that with the last version, as I've said earlier.
