This actually requires some serious questions to be asked to work out WTF happened. Major Project status and "all of Government" support means all of this stuff is reviewed and pitfalls are discussed and addressed well before submission. The EPA has gone off script here - any outstanding issues should properly have been raised by EPA with the Major Projects team and headed-off well before the 11th hour.

The EPA would literally have a "representative" sitting on the Major Project Group overseeing the TNG development, for the sole purpose of making sure things like this don't happen.

I am really concerned if this is how a major project is treated - and so publically...
