Yes, there is a beep for indicating turning music on/off.
I am only just setting up my IQ Buds now for the first time but they definitely connect to laptops/computers as well as phones. What I did was disconnect from my phone by turning off the bluetooth and then hold down the IQ Buds buttons (as per quick start guide) for 5 seconds to activate pairing which then shows the IQ Buds on your laptop/computer in the bluetooth settings for you to connect.
