Why would it "almost certainly go to the Basin"???

With the process as it stands, almost all of the ilmenite (TiO2 + Fe) becomes available for sale/export. I imagine there is little difference in total weight pre or post processing. It is on the cards that they could transport the ilmenite concentrate to somewhere that there is cheap energy and transport. eg Latrobe Valley. This happens to be close to Bluescope at Westernport where there is also a source of mill scale, caster scale and pickle liquor (move over Orica). Another alternative (more distant) could be near Onesteel at Whyalla.

There is a gas pipeline to Horsham (http://www.pipeliner.com.au/map/map.html). There is also one to Whyalla. However, I think that brown coal is a cheaper energy resource if you don't have to transport it. I don't have a feel for the physical volume of coal per unit volume ilmenite through the process. Or relative costs of gas/brown coal.

Another negative for Horsham is water supply and effluent disposal. This can be a headache with inland waterways.

I presume this is what MT and co will be crunching over the next few months.
