How does he know it? The Chinese dont even know yet. This 'scout party' that came out to Oz have to now convince the Provincial government that its a goer. We are not there just yet.

No he doesn't know but he must be pretty confident. The Chinese that come out here, and those working on the proposition who stayed back in China, are all working for either Guandong or the Government. There job is to investigate the proposal and make a recommendation on the joint venture proposal. They would not be putting a joint venture proposal to the Board if they didn't think it was in the best interests of the company and that the Board would agree with it. Consequently, the only risk I see is if the Board members sees things differently from those given the task to investigate the proposal.
